GREEN LIGHT: Plans to turn former Buckley restaurant into apartments
Proposals to convert a former bar and restaurant into apartments have been given the green light at the second time of asking.
Plans to turn the Windmill bar and grill in Buckley into 13 flats were rejected last year amid concerns over the impact on the town’s economy and a shortfall in parking.
Ricky Braitch, who was behind the application, later asked the Planning Inspectorate to reverse the decision but it was upheld on appeal because of the “gloomy and oppressive” living conditions.
Mr Braitch lodged a fresh bid to gain permission in October after reducing the number of proposed apartments to nine.
Approval has now been granted for the scaled back scheme by officials from Flintshire Council.
Outlining the reasons for the decision in a report, planning officer James Beattie said: “The main issues to consider are highways issues surrounding access and parking provision, and in particular the living conditions of residents and the amenity of neighbours.
“These issues formed the basis for the reason for refusal on the previous scheme and were matters considered by the planning inspector.
“The current scheme has a fewer number of apartments than the previous application and highways development control have again raised no objection to the proposal.
“A reduction of the number of units has enabled the layout to be reconsidered in order to overcome the first two points, that of an inadequate internal configuration and a lack of natural light in some of the flats, and a loss of privacy to the dwellings in Millers Court.”
He added: “I consider that the current scheme has overcome the previous objections.
“Given the location of the development, and with due regard to the relevant planning policies and to considerations of sustainability this site is considered to be an appropriate location for this form of development and I recommend accordingly.”
Approval was given subject to the developer providing around £6,500 to make improvements to Hawkesbury Bowling Club in Buckley.
